The question that arises during the preparation of the tax return is: how do I complete the Schedule A public support test on the Form 990? Public charities are organizations that fundraise and receive contributions from many sources, including the general public, corporations, and the government. They exist to carry out their mission through programs. The IRS requires a public support test to be completed every year of a public charity's life after its fifth year to ensure the organization is supported at least 33 and 1/3 percent by the general public. To complete the Schedule A, an organization needs to keep detailed donor records. This includes a listing of all contributors who have given contributions of $5,000 or more in the last five years. Public support for the Schedule A is generally calculated using two percent of all revenue from the past five years as the threshold. The aggregate of all donations from any one donor over the past five years that exceed that threshold are not considered public support. Note that contributions from governmental agencies and other public charities are automatically considered public support, so they do not need to be included in the calculation. The total of all non-public support is deducted from total support, and that reduced figure is divided by total support. The result is the public support percentage.
